[perl-win32-gui-hackers] Update to BitmapScroll.pl example

Hi,

I've just committed an update to the BitmapScroll.pl example. The =
changes uses the new -onPaint handler, fixes various bugs and has better =
comments. Most, if not all of the changes where made by Glenn Linderman.
