In my opinion the lowest version should be 5.004.  

All previous perl-ldap verisons installed with no
problem(s) on 5.004.  This is the first version that I 
know of that has had problems on 5.004.

If we are going to set the mimimum version to 5.00503
then I think we need to let users (list) know about this 
well in advance of doing it.
