Regarding installation of PerfSuite: please read the INSTALL file that is provided in the top level of the distribution. This contains instructions for compiling PerfSuite. If you have difficulties after doing this, then you can direct questions to this list.
Regarding perfctr: again, review the instructions provided with that software. There is a perfctr mailing list to which questions may be directed, and occasionally some information is given via the PAPI mailing list.
