packages.debian.org is backup, I've found that libgd2-xpm-dev was what I needed. The compile works now. Thanks for your help. A quick look shows that there are no performance flags for the debian compiled version of nagios, which is a shame. I'll read the docs to see if I can avoid a recompile.
