I had a similar problem after upgrading from 0.100.6 to 0.103.1. Saw =
this in the /var/log/apache/error.log file:

of script headers: /usr/local/nagios/sbin/perfgraph.cgi

chmod a+r /usr/local/nagios/etc/perfparse.cfg  fixes it.
