Each RegQueryValueEx call to HKEY_PERFORMANCE_DATA
causes a mutex handle to be created and never
released. This make Perf Info Service appear to have a
memory leak in Windows XP RC1. The issue appears to be
the way advapi32.dll opens performance object dlls.
