#4 Cygwin compiling preliminaries

Please note that you have to use fileutils 4.1-1 to have
PEP compilable under cygwin. In fact, it compiles, but
you have problems using make install due to file system
problems.
It's their fault, not ours (well, we could arrange for a
workaround by changing the makefile or by changing to
install instead of plain cp perhaps), cf.
