#9 snmp fails

After upgrading NET-snmp to version 5.0.9 to resolve
a problem with a different package, I discovered that
this breaks penemo.
My GUESS is that there is something in recent NET-
snmp builds that breaks penemo snmp polling, even
though all of the snmp utilities appear to work propelry
from the command line.
After observing this on a RedHat based system, I built
a debian system to confirm the behavior. ucd-snmp
builds and earlier NET-snmp builds work, but upgrading
to the current NET-snmp release causes the problem.
