PeaZip supports creation of .7z files (format can be selected from archiving screen); .rar format is proprietary and its license forbid reverse engineering of publicly released extraction code in order to derivate rar creation code - PeaZip can however invoke Winrar executable as custom compressor if WinRar is installed.
About the size of the installer, PeaZip contains support for many additional formats (pea, arc, paq) and features, anyway the software is strongly modular and you can safely remove parts if you need to fit it under a limited size, but I included all for general purpose usage.
