The PDM should support a change management system

change requests
- description
- links to affected parts
- description
- reason code
- root cause
- assignees
- current state (open, approved, assigned, implemented, closed)
- action history
- notes and analyses

It would be nice if it could enforce a approval process (based on user's privileges) like a CCRB/MRB.
