#258 PDL build fails with parallel GNU make -j3 -j3

for an example CPAN Testers output result with GNU make -j3 -j3. Apparently, the
Makefiles generated by at the 'perl Makefile.PL' stage is missing some dependencies
required for parallel make to work.

The restriction is documented in Know_problems but a real fix would be nice.
There might be a way to check for the parallel make option and exit the make
process immediately with a warning.

I'm entering this ticket as a reminder. Either someone resolves the missing
dependencies from the PDL configuration stage so that parallel makes can
work or we can verify that the problem does not occur after the hoped for
move to a Module::Build structure. (I don't know if Module::Build supports
parallel compiles).
