Cyc is a computer program created by the Cyc Project in Austin Texas from 1984 to 1995.  Currently there is a company named Cycorp which is working on it.  Cyc is a collection of rules and facts about the common sense world of humans in a form that a computer program can use.  This form, called predicate logic, is expressed in a languague called CycL or MELD. Cycorp has released a very small portion of their knowledge called the Upper Cyc Ontology. It consists of around 3000 of the most general concepts and relationships that they use to describe the world.  The Public Domain Knowledge Bank is an open source effort to augment the Cyc Upper Ontology with rules and conditions to capture the meaning between the terms that Cycorp has released.  In this way, other programs can use the PDKB as a source of knowledge about the world just as Cyc can be used as an Information Utility.
Hope all of this made sense,
      Dave
