#1 Win7 doesn't show all action tabs

On Win 7, a default install doesn't show all of the tabs. The only visible tabs are Join, Extract, Split, Rotate/Encrypt, and Stamp/Background. Choosing to run the app as admin displays all of the tabs, but breaks the drag and drop file addition. My user is running as a local admin.
