I tried to use PDFSam with Zulu (OpenJDK) on Windows 7 Pro but I've got this error.
Would it be possible to use OpenJDK instead of Oracle Java ?

The installer checks for Oracle jdk but you can just ignore it and the
installation should finish. PDFsam will work with openjdk if that's what
is installed on your machine

Indeed. Would it be possible to remove the alert message with testing if Zulu is installed ?
I succeed in installing PDFsam basic 3.0.2 (msi package) with Zulu 8.15.0.1. But when I start PDFsam basic, its logo appears and PDFsam basic quits instantly.

Could you try running it using the pdfsam.bat script in the "bin" sub
directory? It should give some hint

You need openjdk with javafx.. I don't know for Windows but in some Linux
you have to install openfx. Done that, your path variable should contain
the openjdk path to find the "java " command

On http://www.oracle.com/technetwork/java/javafx/overview/faq-1446554.html , standalone JavaFX for Windows has been stopped in 2013. I think it would be impossible to use Zulu for now.
