They are bunch of XML files + some other files. I think the files would be incompatible with any make/configure system, as VC's nmake is different from gnu make and there is nothing like bash or unix commandline tools in visual studio. Therefore I suggest to put it in separate directory "projects" under root of the source tree. I suggest to put there projects for all VS versions we decide to support (2003, 2005, 2008, ...), perhaps distinguish them by suffix (pdfedit_vs2005.vcproj, pdfedit_vs2008.vcproj).
