You are right, and I am aware of the problem. The reason is that we have tried to use the first font of each page, but some pages may not have any font, or only a partial set of a font.
Two answers are possible : adding an object for a standard font, but the pdf format does not allow that easily. Or (perhaps better) draw the characters directly. But the result will not be beautiful.
I think I would better remove this feature until it is fixed. But you say you need it... I understand because I needed it too, and was disapointed when I found this problem with no easy solution.
