PDF supports custom labelling of pages via the /PageLabels command/dictionary.
The second example at https://www.w3.org/TR/WCAG20-TECHS/PDF17.html#PDF17-examples
demonstrates the PDF code.

The https://github.com/lovasoa/pagelabels-py is a python package implementing manipulations of this dict.
