#25 timeout() is NOP; Please implement

I am presently making use of timeout() in NCurses, but
was hoping for the same support under Win32 using
PDCurses. Examination of the PDCurses code
shows that the function is available, but it does not
do anything for the caller.

If timeout() were supported, then I could implement
"blinking widgets" and other things that depend upon
timeouts. Yes, there are work arounds like creating
other threads, but this is a heavy handed solution,
compared to what I have in place under NCurses.

Is there any chance of getting this implemented under
win32 in PDCurses?

TIA, Warren.

Implemented based on mechanism used for halfdelay().
    Available in next release.
