#1 cygwin bombs

When trying to install or build the payroll modules on
cygwin it bombs out after the 'Looks good' statement.
It appears that makemaker is having the problem. tried
manual build and using cpan with same result.

Other projects on the net are also having this problem
and the solution seems to involve recompiling perl on
cygwin. Hoping it goes away in a few months.

the error is
C:\cygwin/bin/perl.exe (31044): *** unable to remap
C:\cygwin\bin\cygiconv-2.dll to same address as
parent(0xBA0000) != 0xBB0000
