Good news I found a way to fix blinking.
I do not curently well tested it.
The patch reduce the real frame rate of 3D, note that frame rate show
by [delete] key is not the real frame rate, the [delete] key show a
frame rate that represent the speed of emulation, i. e. if frame rate
is over 60 (in ntsc) the game is more fast than the same game on real
psx. The real frame rate is the count of the swap buffer that show a
new and diferrent frame per second. In FF9 introduce video is at ~14
This patch just reduce the use bDoVSyncUpdate.
