The default setting is 2048 KB (unsure if KB or KiB). A test jpeg file is 1,398,138 B. The preview is not generated.
By trial and error I found the minimum setting it needs to generate it is exactly 4263 KB.
Somewhere the number is applied wrongly.

Another set of test files behaved differently. JPEG files, their sizes in B:

The minimum setting required to show any of them in this folder is 7803 KB. They all trigger at that point.
I had an issue where only the first 7 thumbnails were being generated in any given directory, file size didn't even seem to be the issue. Out of ideas, I set the minimum to zero and now it's generating all the thumbnails.
So whoever eventually looks into this, see if the number of files can have something to do with it too.
BTW: PCManFM v 1.3.2 from Debian 12 (bookworm)

This problem still exists in 2025, in both current PcmanFM in Debian Bookworm, and also with gtk3 version in Trixie. I submitted a bug report, it's a really quirky one that takes some explaining: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1100053
