Initial Comment:
Change PREREGION so you can specify several regions 
and if one of them is met you have access to feat, 
language, class or prestigeclass.

Ex.
PREREGION:the Dragon Coast,the Vale,Waterdeep

Subregions shouldn't be any problems as you should do 
it like this.

PREREGION:the Dragon Coast,Slithe (Barrows)
