Initial Comment:
There is a SPELLS tag in the Animal Domain of the RSRD. When 
selected by a Cleric no Spell is output.

SPELLS tag was Spec'd to be Global, across all files, 
including GameMode.  

Is it possible that Domains.lst runs things differently because 
of how it applies to spellcasting for classes that grant it?

I thought it was global, it's lited as such.

Don't remember off hand which other tags didn't work but if the problem is 
with the SPELLS tag itself I may be mistaken.

The SPELLS tag assigns a character a spell that they can use
on a daily basis (or 3/day or unlimited/day)  this itag is
how you let the paladin cast detect evil at will and so on.

What is going on here, is this tag does not function inside
domain lst files - meaning a domain cannot assign an innate
spell.

I suggest we look into making this tag global to all lst files.

I thought it was pretty clear, SPELLS is a global tag but it does not work 
from a Domain file. I've found that some other global tags also do not 
function from Domains, they seem quite limited in that respect.
