Thereby, one would get seperating-areas with no connections to the circuit close to the outline, and around mounting holes. otherwise, it can happen that an conducting screw shorts two components, or a conducing element touching the board on the sides creates troubles. Even with a non-concuctive spray paint, the borders of the board are critical.
