Log Message:
More work on the relocatability stuff to handle the annoying "\"
instead of "/" for directory separators in windows.  Use ";" instead
of ":" for path seperators under windows since it is common to
have "c:\some\path".  With this change things seem to work under
non-cygwin windows.
