Log Message:
Change how the polarity of the soldermask relief layer is handled.  The
polarity is not changed but it now correctly works for postscript output
as well as gerber output.  Previously the postscript output produced
white on a white background or black on a black background.  This addresses
PR 825680 filed by Russ Dill.
