Log Message:
Only use the min annular ring parameter for checking the annular rings on
pins and vias.  Previously the minimum copper width setting was also used.
Changed after a discussion on geda-user.  Also make sure we use the
minimum copper width as the default if the .pcb file doesn't specify the
minimum annulus.
