Refactored pinout preview code into a new widget, GhidPinoutPreview

In the refactoring, fix a bug where if the pinout window was larger than
the PCB window's viewport, elements in the preview were clipped to the
viewport size.

In a break from the old behaviour, the previewed element is centered in
the preview area.
