It seems that PC Equalizer does not affect all frequencies. If you pick 20 band instead of 10 band and set the new scrollbars to very similar values (which should be between the frequencies on the band 10) the music sounds completely different. You also get the same effect if you set all bass frequencies to very low. You will still have much bass. Other equalizers remove bass if you lower the bass frequencies.
For example: I set all shown frequencie from 22Hz till 1000Hz to -15db. All other not shown frequencies between 22 and 1000 seems not to be changed too?

I applied your example (in 20 band) and the bass dropped completely, but in the 10 band the hidden frequencies will not be changed and still zero, and that would leave the bass a bit off.
