[Pbwebgui-development] create.sql in CVS -> don't touch !

This message is headed to aritari but might be of interest for
others with CVS commit access as well. 

If you make changes to the database structure, it is sufficent to alter only 
the corresponding docs/upgrades/upgrade_x.x.x-x.x.x.sql script. The create 
script is generated automagically just before releasing a new version. 

I know this because I've made the same mistake myself once :) 

Current create.sql was broken. I've revert it to the penultimate version.
