increasing brightness seems to be off by one

when i dim the screen from on or bright to brigthness level 1 it apears to be at the lowest brightness that is visible.  when i brighten from dark, level 1 seems to be there but extremly faint.  and brightness level 2 from dark is visible as level 1 from bright.  is there a way to change this so that the brightness is the same going bright to dark and dark to bright ?
