#27 UMLGraph doclet tags

It's desirable to have UML graphs of the more important
pavlov subpackages, especially library, user, and
pluglet. I've done some work in adding UMLGraph doclet
tags, and using the UMLGraph program to autogenerate
the graphs. It would be nice if someone could take this
task and run with it.

If you can get neat, informative graphs, we can put
them on the website in an architecture document. I did
