PasswordSafe 3.11 released

Hi,

I'm sorry to announce that release 3.11 has some serious issues, and should NOT be downloaded and installed.
To make matters worse, SourceForge is having some issues with their file release system, so I cannot remove this release or make 3.11.1 available for download yet.
Once SF's release system is back up, I will withdraw 3.11 and release 3.11.1, which will address the problems people have uncovered in 3.11.
