[Passwordsafe-users] 3.22 always creates "My Safes" folder on browse

Since 3.22 clicking browse (...) for "Open Password Database" at
program launch  creates the folder "My Safes" in My Documents folder.
This is not only annoying but causes delays and problems when the "My
Documents" folder is on a network or unattached external drive. This
is 3.22 Zip package on XP Pro SP3.
