#928 Add the option to use the secret key URI for OTP, instead of just the secret key

Hi, there:

My bank recently started rolling out the option for customers to generate OTP codes using third-party apps (the usual OTP code generator apps).

A minor drawback is that they don't use the usual 6 digits, but 8. Currently, Password Safe only allows saving the secret key and does not permit modifying any configuration. It would be useful to be able to change parameters such as the number of digits, the time period, the algorithm, and even the encoding type directly in the user interface. This would be especially helpful if you ever make it compatible with Steam.

In addition, when importing/exporting, it would be great if it could recognize the values in the URI, and if something is missing, simply ignore it, as Bitwarden or KeePassXC do.
