This would be an option that could be toggled on/off.

When on, if you drag the Password Safe window near to one of the borders of the Screen's "Working Area," it would "snap to" that border.
When off, the current normal dragging behavior occurs.

Some important behavioral notes:
1. Don't resize the Password Safe window or allow the snap-to behavior to result in a resize.
2. Take care of corners. For example, if I move the PSafe window to the lower right corner, it should snap bottom-to-bottom and right-to-right, to result in it being flush against that corner.
3. Use the "working area" not the screen dimensions. This allows the PSafe window to "abut" other windows such as a locked taskbar at the bottom of the screen. i.e. I wouldn't want it to overlay the taskbar or another snapped app window such as my IM client.
