If I choose 'Browse to URL' the tool no longer opens a new window, but reuses an existing window.

OS: Windows 2000 - SP4
PWS: 3.11.1 (exe-file)
Previous version: 3.07 (or was it 3.03?)

I can't reproduce this to fix it! For me:
a. Windows 2000 Pro SP4, IE6 SP1 - new instance created OK
b. Windows XP Pro SP2, IE7 - new tab created OK
c. Windows XP Pro SP2, Firefox - new tab created OK
