#1 new version of group policy template

The current Group Policy template has the "logfile" option missing and "priority" is implemented incorrectly (using values 0..2 instead of -1..1).
There was also no way to edit some of the options (Pre- and Post-Change program, their arguments, environment etc.), just to enable or disable them.
Some options only had a very limited set of options (logfile size could only be 16 or 32MB, working directory was limited to C:\windows\system32).

The new version also adds explanations and groups the options.
