The docs directory now has Lyx files that use the DocBook DTD (if I'm 
doing things the way I think I am).  There is the beginnings of an 
administrators guide and a developer's guide.

Without the benefit of feedback based on what should be included in these
manuals, I've started by adding in whatever I can think of.
