Get the pas.conf OUT of cvs!

Rename it to pas.conf.sample. It gets in the way when upgrading between
releases. The whole world will not want their conf file in cvs :) Just
give a sample that can be built on. That way it'll be a little easier to
import this stuff into your other projects that use it.
