[Pas-dev] more on the admin/developer manuals

I wrote more documentation in those guides tonight.  Some is new material,
some is copied from other files in the docs directory.

I'm having trouble using the default version of Lyx to export the files
to other formats.  Is anyone famillar enough with these tools to know
how to export to the other formats?  I'd like to include a Makefile that
builds HTML, post script, PDF and text versions of the documentation.
