[Pas-dev] Precompiling psp's

After I make the metadata contain perlcode you can eval instead of being a
flat file list, I'm going to write a tool to compile psp's. Sort of like
jspc or whatever.

Actually, I should write an antlike tool for the site and call it pants 
:)
