New GUI for PAR - ParTk v0.1

Finally, an initial release of an OS independant interface to 'par'.

TkPar comes into existance. It's a Perl/Tk interface to the executable command-line 'par' program. Read about it at it's homepage http://www.strangesoft.net or download it directly from our link in the PAR Clients Section of the project website.
