I'm pretty sure it's overhead, or rather the opposite. If it says 95%, for instance, it means 5% is not recovery data, but just metadata about the recovery data and the data that can be recovered.

AFAIR (haven't seen quickpar for some time now) that's how much of the original file you can lose/damage and still be able to recover it.
