The par2cmdline source code should work correctly when compiled for any processor (whether 32-bit or 64-bit).
All you need to do is to find an appropriate C++ compiler that can create program files for the particular CPU and OS that you are using.
The "gcc" compiler supports most CPUs and I would be surprised if it did not support creating 64-bit Windows XP command line programs for the 64bit version of Windows XP.
Of course you cannot run 64-bit applications on the 32-bit version of Windows XP (even if you have an AMD64 CPU).

I'm pretty sure that gcc supports the athlon 64.
