#21 Use C++/OO bindings for GDAL

We currently manage a procedural interface for interacting with data files via GDALs C bindings; this isn't especially elegant.

For this to work on Windows, we'll likely have to recompile GDAL with Dev-C++ or GCC 3.x.y
