At the distribution of the papers to the reviewers, that should be automatic and that should be done by the preferences of expertise of the reviewer.

Additional:
The system must generate a paper distribution proposal with reviewers and
the papers which were assigned to them. The administrator can accept,
modify or deny the proposal.

This is implemented, but the Logic part of the algorithm is very lacking. The Logic needs to be redone.
Furthermore, the administrator has no choice to deny/modify the proposal - it is simply automatically distributed - this should also be modified according to the requirements.
