I am not sure, but this might be related to the mail message to be
generated after a commit:

My changed continue the work of adding command line options. It is now
possible for PToptimizer to output to a different file.

yes it is, and you can safely ignore the message:

that says that the post-commit hook notify tried to send one change per email
and that the SMTP server refused the connection.
I'll fix it when I'll know what user name to put in for SMTP-auth (the
password we can change on the web based interface).
