[Panicbutton-translators] [Fwd: Translations bug fixed]

Hi,

I've fixed the bug that meant that translations with non-ASCII
characters couldn't be loaded. It turned out to be a simple fix, but
only worked after I'd upgraded my Python installation to 2.5

I'm now working through bugs caused by upgrading to Python 2.5 &
wxPython 2.7. Once I've done that, I'll be uploading a new beta for
people to test.
