[Panicbutton-translators] Beta of 2.4 released

I've just committed a revised PanicButton.pot file to CVS [1], along
with some other changes.

I've also released a first beta of version 2.4. My plan is to have no
GUI changes in 2.4, so this beta can be used to get screen shots for
localised help files. And, since it adds code to use a localised help
file if one is present, it can also be used for testing them ;-)

My main aim now is to spend some time with Inno Setup and to work out
the best way to localise the installer. I'd like to get a version with
full i18n support released as soon as possible. Once I've got l10n
support in the installer, then I'll be looking at getting translations
and releasing.
